FOUR
Where We Are
This section presents key findings from the assessment
of the current state of student achievement and educational programs in Highline Public Schools. Specifically it:
• Provides an overview of student learning and
achievement, based on performance on statewide
tests as well as progress on the district's System wide Measures of Success (SWMS).
• Summarizes the ratings of the root cause analysis
of the current state of student achievement
conducted by the Instructional Focus Team,
comprised mostly of teachers and principals.
STUDENT ACHIEVEMENT
Growth in student achievement has been very modest
during the past few years. Figure A shows the percentage
of Highline students meeting state standards in 2013.
Significant gaps in achievement persist among student
groups and across schools. Figure B illustrates the
wide variation in student achievement from school to
school on state exams.
Significant achievement gaps exist between student
groups on state Reading and Mathematics exams
(Figure C).
The gap in achievement among student populations
and the variations in performance from one school to
another suggest that our schools are not yet fully
equipped to successfully educate every student,
regardless of his or her background or circumstance.

student achievement data are provided in Appendix 4.
