The thumb-sized stamp is a small, light green sticker which carries a harp emblem. A spokeswoman for the Revenue Commissioners said that under the new legislation it will be an offense for retailers to sell, or to offer for sale, packets of cgarettes which don't have the revenue stamp." Illicit trade continues to be a serious concern for the tobacco industry, and not just regionally, but on a worldwide basis.
