July/August/September 2019 I 37 The commissioning agent should review contractor submittals along with the design professionals to verify that the submitted equipment meets the intent of the basis of design documents. The design professionals should provide the final submittal response after consultation with the commissioning agent. The Prior to occupancy, the access control, integrated systems and life safety systems must be tested in accordance with the approved commissioning report. Test equipment calibration should be up to date and performed by an independent testing laboratory. Testing should include: • Conformance to all approved drawings and specifications. Any deviations from the construction documents must be noted and documentation of the approval for these changes included in the final report • Compliance with manufacturers' installation instructions • Compliance with codes and AHJ requirements • Review of material and equipment submittals for proper ratings for use • Coordination of all contractors' submittal drawings, sequences of operation and approved change orders • Verification of passing both integrated and individual system functional testing (Figure 5). The testing team must have a working knowledge of the integrations between systems for which the testing is being performed. Testing should be witnessed by a party who represents the owner and is present to protect the owner. The commissioning plan should be reviewed for completeness and accuracy. 5.
