In Fiscal Year 2020, we all faced challenging and trying
times with the rise of the COVID-19 pandemic. It
changed the way we operated in signicant ways.
Despite these challenges, our phenomenal team at
Padre Dam rose
up and continued
their excellent
work to ensure
we provided high
quality services
to our community.
I could not be
more proud to
share with you
the successes
our team
accomplished this
year – the third
year of the District's current Five-Year Business Plan.
The District adapted to provide services in different
ways in response to the COVID-19 pandemic. One of
the most signicant changes was the transition to
remote work for most of our ofce staff and moving all
District Board meetings to a virtual and transparent
platform. Our Information Services team made this
transition to remote work seamlessly and enabled the
District to continue operating efciently and effectively.
We continued our commitment to water reliability this
year with the completion of the Mountain View
Pipeline Connector. This new two-mile pipeline
improves water quality and reliability to customers in
the Eastern Service Area. Additionally, the East County
Advanced Water Purication Program made great
strides this year with the formation of a Joint Powers
Authority
among partnering agencies, the approval of
critical service agreements and the start of the
progressive design build procurement process.
As essential service providers, our priority has been
the health of the public and the health of our staff,
which is critical to ensuring high quality water and
wastewater services for our customers. We enhanced
our outreach efforts to assure the public knew their
water was safe and that we were here to help during
challenging times.
I am honored to have the incredible team we do at
Padre Dam. They have demonstrated great resilience
through trying times to meet the District's mission to
provide high quality, reliable water, wastewater and
recycled water service as efciently as possible to
over 100,000 people within Padre Dam's service area.
We are committed to work innovatively, diligently
and with resilience to meet this promise in 2021 and
beyond. On behalf of Padre Dam's Board of Directors

Additional District highlights
from this year included:
99.8% read rate for our Automated Meter
Program, 64% enrollment in Aquahawk –
our online water use portal, 30 successful
recruitments for vacant staff positions,
important replacement work completed on
systems at the Ray Stoyer Water Recycling
Facility, and the completion of a new
administration building at Santee Lakes.
