April/May/June 2021 I 19 Outdoor systems and outside plant (OSP) projects need the same attention to label materials and adhesives, if not more so, given their exposure to the elements. Public works projects, utilities, and stadiums are often subject to extreme heat and cold. While not predictable, there are global natural disasters and climate challenges, including floods, extreme heat, extreme cold, and high winds, which can lead to outages. Handwritten tags will fail. Ink will fade. During an outage, it is critical that field workers be able to assess a situation and act quickly and safely. The solution is to use permanent, laminated labels designed to withstand temperature extremes, ultra-violet electrical labeling in all conditions. For comprehensive OSP labeling best practices, consult BICSI's Outside Plant Design Reference Manual (OSPDRM), 6th Edition. Dynamic Record Keeping Having a complete and dynamic record of the physical infrastructure ensures quality assurance and audit compliance with manufacturer and installer warranty terms. In a worst-case scenario, it provides an accurate blueprint to follow if the configuration needs to be recreated, in whole or in part, due to damage or destruction from fire, flood, earthquake, and other natural disasters. ANSI/TIA-606-C states that network labels should meet the UL 969 specification for legibility, defacement, and adhesion. They should be rugged, tamper, and smear resistant and able to with- stand environmental conditions such as heat, moisture, and UV light. They should have a design life equal to or greater than that of the labeled components. Fortu- nately, many of today's printed and over-laminated thermal labels offer the permanence needed for
