Paul brings a service oriented attitude and his long standing philosophy that helping the community, its businesses, and developers navigate and comply with the complex regulatory landscape results in thriving commerce while protecting 54 Great Falls Area Chamber of Commerce www.greatfallschamber.org New Public Works Director human health and the environment for future generations to come making Great Falls a great place to live, work, recreate, and raise a family. Skubinna has chosen to live in the Great Falls area since 2000. Prior to that, Skubinna did both his Engineering and Masters of Science degrees at the University of North Dakota School of Engineering and Mines. Skubinna has 20 years of professional experience with background including engineering consulting in resource development, and property development, with the majority of his professional experience in environmental clean-up, water and air quality regulatory compliance. Paul has spent the last five years managing the Public Works Department Environmental Division, which is responsible for operation, maintenance, asset management, capital improvement planning, programming, and project management; along with, general environmental compliance for city projects and operations. The Public Works team's short, mid- and long-range goals are to continue to meet the needs of our community by professionally managing the public infrastructure and ensuring a safe, clean, and healthy environment. These goals will be accomplished by: • Being stewards of responsible development. • Investing in the continued development and well-being of public employees. • Conducting our business openly, honestly, and ethically. • Valuing our relationships with our customers, rate payers, citizens, and visitors. • Enhancing the sense of community in Great Falls and its neighbors. • Providing our services equally to all our customers, both internally and externally. • Using the fewest resources needed to do our jobs safely and professionally. • Striving to surpass the expectations of the community.
