Angel Cushing and Rep. Tatum Lee Hahn, WaKeeney, Trego County, KS, April 14, 2021. On February 2, 2021, Kansas State Representative Tatum Lee Hahn contacted me about a property rights issue in Kansas, connecting me with Angel Cushing of Lyon County, KS. Cushing's problem dealt with restrictive form-based zoning through comprehensive planning developed by the city of Emporia, Kansas, adversely affecting property owners in the county. Cushing and Wilmot arranged a speaking tour, beginning with a presentation in Mankato, Kansas, March 27, 2021, followed by nine meetings from April 7-15, in Red Cloud, Hebron, and Grand Island, Nebraska, and Graham, Lincoln, Dickinson, Clay, Trego and Norton Counties, Kansas. Leers and resolution templates opposing the NHA were distributed to more than 2500 aendees, sent to Professor Kim Wilson, Executive Director of KNHAP, University of Nebraska, Lincoln, and the NPS. As a result of growing opposition, by April 26, 2021, four KNHAP board members resigned, and one retired while their Facebook page fell silent. Nebraska Governor Pete Rickes released a leer in opposition and the Nebraska Republican Party added a plank to it's platform, opposing NHAs. e second tour in May covered Cloud, Marshall, Saline, Osborne Counties, Kansas, and Phelps County, Nebraska. Angel Cushing, Beth Salmans, and Kathy Wilmot followed up at county commissioner meetings.
