22 State Capitol Ministries DELAWARE W hen Morris Webster retired and moved from New York to Delaware, he le behind the prison ministry where he had served as a lay pastor for 30 years. Wanting to continue teaching God's Word, he began to consider other unreached groups that would benefit from evangelism and discipleship. "I began to see that churches were not reaching out to leg- islators or anyone in government," Pastor Morris said. "Most pastors were pretty adamant on the separation of Church and State, believing this hideous misrepresentation. As a mission field, there is not much difference between people who are locked up in prison and those serving in government. ey both need Jesus, and very few feel called to go and tell them about Him." Pastor Morris began to meet with and minister to pub- lic servants and began looking for Bible studies that specif- ically meet their needs. He conducted an Internet search and found hundreds of studies written specifically for pub- lic servants on Capitol Ministries' website. He also learned that Capitol Ministries had established a discipleship Bible study to members of the Delaware legislature. With the help of many other people, including several believers from his church, Pastor Morris also established a number of satel- lite Bible study groups. ese believers met weekly in local churches, homes, and restaurants across the state to study the Bible and pray for public servants. When the CapMin ministry leader to members of the Delaware legislature le to pursue other interests, Pastor Morris was tapped for the job. At the required CapMin training conference, Pastor Morris found that "Jesus Christ was at the center of everything Cap- Min did. When my wife and I saw this, I said, 'ose people are serious about who God is and how to get His Word in the hands of people of influence who control so much of our lives!'" Pastor Morris was named Delaware ministry leader this year. At the conference, Pastor Morris also learned that the Delaware "satellite" Bible studies were similar to Cap- Min's Local Government Ministries (LGM) Bible studies to city and county public servants. Pastor Morris is now work- ing with CapMin's Dr. Dan DeShong, director of LGM, who is helping to build those ministries across the United States. "e most important thing we can give public servants is the Word of God," Pastor Morris said. "If you are not putting the Word of God first, there is no way your house is going to stand when the inevitable storms come. It will collapse. What is the will of the Father? It is to know Him and His Son. ese Bible studies are vital." capital: Dover population: 1 million governor: John Carney legislature: 62 members Morris Webster State Director, Delaware Delaware Legislative Hall DELAWARE Portrait of George Washington in the Senate Chamber of the Old State House on The Green in Dover, Delaware
