8 O ur Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other," wrote John Adams who was a signer of the Declaration of Independence and the Bill of Rights and the second President of the United States. is precise and insightful quote illustrates the intent of the Founding Fathers—to estab- lish a nation which honors God and keeps His precepts. But over the course of 200 years, God has been pushed to the periphery in America. Today we live in a society where sin is celebrated, and men consider their own judgments the highest authority. e only answer to this rebellion is Jesus Christ. For more than 26 years, Capitol Ministries has sought to fulfill the Great Commission by the most efficient means possible: teaching the Word of God to political leaders inside the halls of government. You have invested in this mission and have partnered with us to help change the world one heart at a time through evangelism, discipleship, and weekly Bible studies where the whole purpose of God is boldly taught (Acts 20:27). I am delighted to tell you that your investment has resulted in tremendous dividends. Across all financial indicators, Capitol Ministries benefitted from a strong 2022. Income is up, expenses are down. During the COVID-19 years, we fortified and enlarged our infrastructure and from that position of strength, the ministry has grown beyond our expectations. e expan- sion in ministries both in the U.S. and internationally (see the President's report) was matched by an increase in revenue. Despite logistical chal- lenges caused by the pandemic, donations this year grew to $2,273,648 which reflects a 34 percent increase over last year's $1,695,000 amount. e vast majority—some 82 percent of funds—were spent in ministry. Of the 18 percent of revenues not spent directly in ministry, 8 percent was spent in fundraising, and 10 percent was spent in administration. Keep in mind too, that Capitol Ministries does not take any percentage of the support that is raised by ministry leaders; they receive 100 percent of the funds they raise. Additional financial information may be found on page 55. Moving forward, we will continue our prudent, frugal, and conservative financial approach and invest in ministry rather than brick and mortar. We will continue to heavily invest our resources in people and in our mission to create disciples of Jesus Christ in the political arena throughout the world. Our kind of min- istry does not necessitate a big headquarters, buildings, or other related materials; we plan to continue a decen- tralized headquarters operation with people working out of their home offices which is efficient, cost effective, and aids in our agility to aggressively pursue ministries to political leaders in most every country throughout the world: at is our continued clear focus and objective. ank you for your investment in our work to lead political leaders to the truth and disciple them to maturity in the Faith. We are grate- ful for you and for the opportunity to work together to enlarge God's kingdom and in the process, bring our nation back to one that honors our Lord. May God continue to richly bless you. anks for partnering with us. In Him, Rob Hilarides from the chair "
