27 STATE CAPITOL MINISTRIES Capitol Ministries works to establish Bible study-based ministries in all 50 states so that legislators, constitutional officers, and oth- er public servants—regardless of political affil- iation—may come to know the truth, grow in Christ, and gather weekly to study the Word of God. Since 1996, CapMin has planted minis- tries in 43 states. While some ministries ini- tially launched by CapMin now operate in- dependently, the vast majority continue to be administered by CapMin. We are grateful to have pioneered these Bible studies and planted the seeds of disciple-making ministries across the nation. Under the leadership of Matt Goodsell, North America Director (2024–2025), min- istries were relaunched in six states: Ala- bama, Iowa, Kansas, Oklahoma, Vermont, and Washington. During the year, several state ministries also added a second Ministry Leader, consistent with CapMin's commitment to establish two Bible teachers in every state ministry. is two-by-two Paul-and-Tim- othy model (2 Timothy 2:2) provides mutual accountability, shared leadership responsibility, expanded outreach capacity, and continuity in teaching when one leader is unavailable. In September 2025, Randy Covington succeeded Matt Goodsell as North America Director. Having served faithfully as Ministry Leader in Alaska, Randy brings pastoral experience, a deep understanding of public servant discipleship, and a heart for en- couragement. Under his leadership, the Alas- ka ministry maintained consistent attendance of 20 or more lawmakers, even amid political turnover. Aer transitioning the Alaska ministry to Jonathan Fisher, a pastor and evangelist based in Juneau, Randy and his wife, Robin, relocat- ed to Arizona to facilitate expanded ministry travel and oversight responsibilities. Randy entered this role with a servant's heart: "I believe the best thing I can do for our leaders is to be someone who lis them up in prayer and supports them however they need. at gives me as much joy as being on the front lines myself." As in all CapMin ministries, political agen- das are never advanced, nor are lawmakers in- structed on how to vote. Rather than seeking to change laws directly, we adhere to the bib- lical model of transforming hearts and minds through the teaching of God's Word. Such transformation is foundational to Kingdom growth and to preserving and illuminating a nation (Matthew 5:13–16). CapMin's ministries to state leaders carry long-term national signif- icance. Public servants anchored in God's Word at the state level are better equipped for the rigors of national leadership should they as- cend to higher office. Many national leaders—U.S. senators, representa- tives, judges, and Cabinet members—began their public service careers in state government. "I find great joy in encouraging and supporting our ministry leaders as well as recruiting men called to serve those in authority. America needs more men who are willing to step into this mission field and proclaim God's word with courage and conviction." RANDY COVINGTON Director, North America
