He graduated from the University of Idaho in 1975 with a BA in political science and began his commitment to public service in 1985, when he was elected mayor of Boise, Idaho. He was elected to the United States Senate in 1993. Kempthorne left the Senate after one term and was elected governor of Idaho in 1998, serving two terms. In 2006, Kempthorne was confirmed as Secretary of the Interior. In this role, he managed 20 percent of U.S. lands with an annual budget of $18 billion. In addition to his accom- plishments as a public servant, Kempthorne has served as chairman of the National Governors Association and the Western Governors Associa- tion and was president of the Council of State Governments. Kempthorne and his wife, Patricia, also a University of Idaho graduate, have two adult children, Heather and Jeff. Rob Lively Vice President, Corporate Government Affairs Express Scripts Rob Lively is Express Scripts' business leader for its federal and state government affairs and public policy agenda. As health care continues to increase as the focus of legislative and regulatory activity, it becomes essential for stakeholders to become learned partners with policy makers at all levels of government in shaping the future. With 30 years experience both inside government and as an 8 THE CAPITOL DOME outside advocate on health care issues, Lively leads a small, focused team active in representing the interests of ESI, its clients, and most impor- tantly, the patients we serve. A native of Georgia, Lively is a graduate of Georgia State University in Atlanta and of the Antioch School of Law in Wash- ington, DC. Tamera Luzzatto Managing Director, Government Relations The Pew Charitable Trusts Tamera Luzzatto ensures that the Pew Charitable Trusts' wide range of nonpartisan policy work at the state, federal, and international levels is effectively and accurately communicated to policy makers. Luzzatto served as Hillary Rodham Clinton's chief of staff in the Senate from 2001 to 2009; previ- ously, she worked for West Virginia Senator John D. Rockefeller IV, serving as legislative director and chief of staff. She was Senator Rockefeller's primary liaison to two major advisory panels which he chaired. Luzzatto began her career working for ACTION, the federal umbrella agency at the time for the Peace Corps and other volunteer and national service programs. With nearly three decades of experience in politics and government, she speaks regularly about Congress and public policy to academic institutions and other organiza- tions nationally. She currently also serves on the boards of the Washington Bach Consort and Language ETC, which provides English classes to immigrants in the Washington region. She serves on the Johns Hopkins Neurosurgery Advisory Committee and the Personnel Committee of the Chevy Chase Presbyterian Church. Luzzatto gradu- ated from Harvard University, magna cum laude, with a degree in government. Tim Lynch Senior Director, Government Relations Morgan Lewis As senior director, Timothy Lynch provides advice and counseling to Morgan Lewis clients on government relations and public policy issues and is responsi- ble for directing all activities, including the strategic and operational functions of the practice group. Lynch has over 30 years of management experi- ence in corporate and trade association govern- ment affairs. Prior to joining Morgan Lewis, he served as senior vice president and chief lobbyist at the American Trucking Associations. Lynch has also served as president and CEO of the Motor Freight Carriers Association, vice president of government relations for Roadway Services, and federal affairs representative of American Natural Resources Inc. He began his career working on Capitol Hill as a member of the professional staff of the U.S. Senate Committee on Commerce, Science and Transportation.
