Heiman works exten- sively with the commerce, judiciary, tax, financial services and government affairs committees in the House and Senate. He helps them pursue legislation, implement enacted laws, and achieve their objectives in industry meetings as well as government negotiations. He writes and speaks frequently and is often quoted in the media on current developments. Previously, he served as Legislative Director and Trade Counsel to U.S. Senator Daniel Patrick Moynihan of New York (1984-1987). He first joined the firm in 1980 after graduating with degrees in law and public policy from Harvard Law School and Harvard's Kennedy School of Government. Hon. Richard Holwill Vice President, Public Policy Amway Corporation Richard N. Holwill is Vice President of Public Policy for Alticor, Inc., the parent company of Amway Corporation. He is responsible for public-policy management in the U.S. and in markets where Amway operates. He is chairman of the Trade Policy Task Force at the U.S. Chamber of Commerce and has represented the Chamber in testimony before House and Senate committees. Holwill previously held a number of high-level government positions, including U.S. Ambassa- dor to the Republic of Ecuador. In addition, he 7 THE CAPITOL DOME has extensive private-sector experience both before and after his government service. He currently serves on the Board of Advisors for Able Media, a communications firm based in Boston, and is an advisor to Pierce Financial Corporation and to investors through the Gerson-Lehrman Group. Holwill has lectured at Harvard University, American University, and at China's National University of Law and Political Science and has been an adjunct scholar at the American Enter- prise Institute and a visiting fellow at the Heritage Foundation. Holwill has published two books and numerous articles on public policy issues. He earned a BA in History from Louisiana State University and studied international finance at the Wharton School of Business. He is a veteran of the U.S. Marine Corps. Timothy Keating Senior Vice President, Government Operations The Boeing Company Timothy Keating joined Boeing in May 2008 and leads the company's public policy efforts, includ- ing all U.S. federal, state, and local government liaison operations. Prior to joining Boeing, Keat- ing was senior vice president, Global Government Relations, for Honeywell International and served as chairman of the board and managing partner at Timmons and Company from 1998-2002, where he worked closely with Congress along with a wide range of CEOs, CFOs, and general counsels in formulating and communicating public-policy recommendations. Keating served the Clinton administration as special assistant to the President and staff director for White House Legislative Affairs. He served as director for Government Affairs and co-director of Credentials for the 1996 Democratic National Convention, the presidential Inaugural Committee in 1997, and both the 2000 and 2004 Democratic National Conventions. Previously, Keating held several positions with the United States House of Representatives, including assistant floor manager for the Democratic leadership from 1986-1992 and special assistant to the door- keeper. Keating is a member of various boards and a graduate of the University of Scranton, with a BS in political science. He was born in Scranton, PA. He and his wife Ann reside in McLean, VA. Hon. Dirk Kempthorne President and CEO American Council of Life Insurers Dirk Kempthorne was appointed president and CEO of the American Council of Life Insurers (ACLI) in November 2010 after an impressive career in public service. At ACLI, Kempthorne is the chief representative and spokesman for the life insur- ance industry before Congress, the administra- tion, and in all state capitols. Kempthorne has SPRING 2012
