ESA Secondary Connection Project ( ESA SCP) ~ • The ESA SCP proposes to construct and operate a water supply pipeline, flow control facility, reservoir, pump station, discharge pipeline, and associated facilities to ensure greater reliability of water distribution to the District's Eastern Service Area (ESA) • Environmental impacts associated with the construction and operation of the ESA SCP were evaluated in accordance with the California Environmental Quality Act (CEQA) • Environmental impacts evaluated included aesthetics, air quality, biological resources, cultural resources, geology & soils, greenhouse gas emissions, hydrology, noise, and others • All potential environmental impacts from the project were determined to be less than significant or can be mitigated to a level of insignificance with the prepared Mitigation Monitoring and Reporting Program (MMRP) • The Board of Directors adopted a Mitigated Negative Declaration (MND) and a Mitigation Monitoring and Reporting Program (MMRP) under CEQA for the project Santee Aquifer Characterization Project ~ • Study of the Santee aquifer provided additional information to determine the aquifer's capacity to provide an environmental buffer as required by the State of California's Groundwater Regulations • Project involved the construction of 2 test wells, 4 monitoring wells, and collection of geologic, hydraulic, and water quality data • Project data collected supports the District expansion of its recycled water program to include potable reuse to increase water supply reliability for rate payers • Characterization data collected supports the District's development of a potable reuse project to augment existing water supplies • Confirmed the thickness and hydraulic character of the aquifer • Data collected also provides critical information to help calibrate previous Bureau of Reclamation study results, to assist with future hydraulic modeling, and to assist with future study and analysis of a Santee Aquifer project Maintenance & Operations Yard Improvement Project ~ • Project improves operational functionality while promoting better logistics and efficiencies throughout the operations yard • Project included site work, a new garage/warehouse building, a new structural parking/canopy cover, a new storage canopy cover, and renovations to the existing operations buildings • Improves material storage and site security and protects valuable equipment to ensure reliability • Provides a facility that meets requirements of various regulatory agencies • Enhances Padre Dam's ability to efficiently and cost effectively serve our customers • Anticipated completion is early 2016 ~ 15 2015 Annual Report
