CO M M O N CO R E 50 The Need for Change The National Assessment of Education Progress (NAEP) shows that U.S. reading scores have been slow to improve over the past 29 years. In order to close the achievement gap for high school graduates and enable U.S. students to compete in a global market, a change in teaching and learning is viewed as critical. Navigating Instructional Shifts One of the more significant changes concerns students' ability to independently read complex texts. The latest English Language Arts standards represent a shift away from reading, writing, and speaking based on experience and opinion, to using evidence from texts to present careful analysis and well-defended claims. Balancing the reading requirements more equally between informational and literary reading is key to helping students develop the reading rigor, research skills, and digital literacy that students needed to be ready for advancement into college and careers.
