E n s u r i n g a S t r o n g F u t u r e 10 | P a g e Organizational Structure Under the policy direction of the Board of Directors, the CEO/General Manager is responsible for leading, directing and managing Padre Dam's water, recycled water, recreational services, and sewer management services for its customers. The Administration Department serves multiple functions consisting of the Board of Directors, CEO/General Manager, Board Secretary, Administrative Assistant, Communications Officer, and Legal Counsel. The CEO/General Manager manages the day-to-day operations of the District and the Department provides policy, administrative and staff support for successful implementation of programs and projects necessary to achieve operational performance, capital replacements and preventive maintenance in accordance with District policy to the benefit of our customers. The Board of Directors, CEO/General Manager, Managers and employees are all subject to a formally adopted Code of Ethics and Ethical Behavior which guides them in making appropriate choices in safeguarding the District's assets and promoting a positive public reputation for Padre Dam. They are also guided by the following five values adopted by the workforce partnership: The Board and Staff continually strive to raise the level of accessibility, transparency and accountability at the District to earn and retain the trust of its customers, stakeholders and the community. In recognition of these efforts, the District has earned the Districts of Distinction Accreditation and District Transparency Certificate of Excellence from the independent Special Districts Leadership Foundation. Trust Service Accountability Competence Integrity DISTRICTS OF DISTINCTION ACCREDITATION In a time where proper fiscal management and responsibility in public agencies is paramount and the task of governing these agencies has become more complex, regulated & costly, it is increasingly important to demonstrate to constituents that sound fiscal policies and practices are in place. This accreditation is designed to highlight prudent fiscal practices along with other areas important to effectively operate and govern a special district. DISTRICT TRANSPARENCY CERTIFICATE OF EXCELLENCE A program created in an effort to promote transparency in the operations and governance of special districts to the public and to provide special districts an opportunity to showcase their efforts in transparency. In addition to Basic Transparency Requirements, a district must meet various specific requirements, including Website Requirements and Outreach Requirements, in order to earn the Transparency Certificate.
