E n s u r i n g a S t r o n g F u t u r e 11 | P a g e Administration The CEO/General Manager is responsible for directing and reviewing the preparation of the District's Business Plan and Budget and ensuring their successful implementation. The CEO/General Manager is also responsible for implementing the policies and directives of the Board, managing resources in an environmentally responsive manner, leading long range and strategic planning activities, facilities planning, establishing high priority goals and objectives, monitoring employee relations, and advising the Board of Directors on major issues. Operating in a highly regulated industry with strict public health and safety requirements, the CEO/General Manager supervises the work of the executive "Management Team" in successfully meeting the needs of District customers while implementing Board policies. The members of the Management Team possess specialized knowledge in their fields and collaborate regularly with the CEO/General Manager. The CEO/General Manager is a strong advocate and is actively engaged in the Workforce Partnership, a collaborative decision- making process at the staff level. The CEO/General Manager also participates in inter-governmental and lobbying activities and is responsible for the enforcement of District Rules and Regulations, Standard Practices and Policies, the Memoranda of Understanding with the Employees' Associations, and the enforcement of contracts and other legal obligations. The CEO/General Manager and Board Secretary facilitate governance and decision making by the five-member elected Board of Directors. Procedures and programs in support of the governance of the District are developed to implement Board policies and directives. The Board Secretary and Administrative Assistant provide regulatory and administrative services required to support the Board of Directors' function and activities; ensure Board meetings, Board business, and District records are kept open and public in accordance with applicable laws; and provide other statutory duties involved in administering the District's Conflict of Interest Code and publication of required legal notices. Support is also provided to the Management Team and other departments to ensure a cohesive organization responsible for carrying out Board policies. Under the direction of the CEO/General Manager, the Communications Officer builds customer awareness, trust and support by providing continuous information to customers regarding Padre Dam's mission, objectives and performance. Communications provides support to the Board and all staff.
