Fullinwider began her career as a medical technologist, working for more than 20 years in laboratories such as the Naval Bethesda Hospital and the National Institute of Health. In the early 1980s, she began to explore starting her own business. Already known for making pound cakes to donate to various charity fundraisers, in 1983, Fullinwider opened Rowena's Gourmet Foods, which went on to become a member of the Specialty Food Association. "I didn't choose this business, it chose me," she later said. Fullinwider made an indelible mark on the small business world. She successfully lobbied Congress to give small businesses an exemption from the National Labeling and Education Act of 1990, served as chairwoman of the Governor's Small Business Advisory Board for six years and was a delegate to the White House Conference on Small Business in 1995, serving as the co-chair for the Regulation and Paperwork Reduction committee. "Rowena was a role model and mentor for many in the specialty food industry," says Ron Tanner, vice president of communications, education, government and industry relations for the Specialty Food Association. "She combined grace and style with culinary creativity and business skills. Her spirit was extraordinary. And so were her pound cakes."
